Yusuf Tayara is the founder and CEO of Oxford Levant. Yusuf is a leading specialist in anti-bribery and corruption, anti-money laundering, and counter-terrorist financing due diligence in the MENA region.

Yusuf combines a decade of experience in due diligence consulting with rigorous academic training at the London School of Economics, the University of Cambridge, and the University of Oxford. His research has focused on the intersections of science, society, and policy. 

He has also previously worked in the third sector, focusing on human rights and educational philanthropy in the Levant region. In the course of this work he has developed detailed knowledge of the political, regulatory, and reputational risk landscape of the Levant and Egypt. 

Yusuf is particularly focused on integrating insights from his extensive network of contacts with the cutting edge in political and economic risk research methods. 

Edward Anders is a specialist consultant bringing a background in computational and quantitative social science to the analysis of political systems, state capacity, and political-economic risk.

Edward’s experiences lie at the intersection of politics and tech. His research focuses on the role of new technologies in shaping political attitudes and behaviours, looking at the resilience of democracy to emergent technological change.

He has also previously worked in early-stage tech startups leading new market-entry strategies, and has worked on a number of regulatory and compliance due diligence cases.

Edward’s other experiences cover risk assessments, policy analysis, and regulatory uncertainty. He particularly enjoys focussing on data-driven cases and working with interesting datasets.

Timor Sharan is a senior consultant on government relations, civil society, and political risk. In early 2020, Timor founded and led the Afghanistan Policy Lab — the country’s first policy hub focused on experimental research, policy modelling, and behavioural insights and, he served as Deputy Minister for Policy and Programmes at the Independent Directorate of Governance under the Islamic Republic of Afghanistan from 2017-2019, leaving to work in exile after the fall of the Afghan Republic in 2021. 

Earlier in his career, he was Senior Policy Analyst for Afghanistan at the International Crisis Group and an Adjunct Professor at the American University of Afghanistan. He holds a PhD in Politics from the University of Exeter and an MPhil in Development Studies from the University of Cambridge.

With over 15 years of experience in international development, he brings a wealth of expertise in programme design and management, policy analysis, joint advocacy, and applied research. He has successfully overseen complex projects, fostered cross-sector partnerships, and applied behavioural insights to inform and strengthen policy and practice.
